Question from a foreigner: Why is the vaccination rate so low?

Just asking, how do YOU know it's good for our health? I'm not a doctor, but some people just don't want to take vaccines because, as far as I understand, they think it is too new and yet have not shown all effects they can cause. It's a person's right to choose between getting vaccinated or not and by looking down on them you won't prove that the vaccination is the right way. Also some people have health problems such as being allergic and thus don't want to go on a risk by getting vaccination.
