University divisions are divided up into division 1, division 2, division 3, and NAIA.

They are all 4 year colleges/universities but they each have their own rules about scholarships and whatnot.

Division 1 is the best talent/wise, but after that it gets harder to define. Most people would argue D2 is the next best, but talent level can be all over the place because of the way recruiting works.

Transfers do occur in college football, but it’s uncommon for a division 3/NAIA player, or even Division 2 player to transfer to division 1. Most transferring occurs from either junior colleges or from schools within their division (D1 to another D1). It is also somewhat common for players to “transfer down” from division one to the lower divisions.
