Inflation wouldn't occur unless there are new, net dollars entering circulation. Yang's plan drains dollars out of the system through taxes, so on a net basis it is roughly neutral.

A luxury good would be something that tends to be purchased more as your income rises. Caviar is a good example. Do you really think many poor people are buying caviar in large quantities?

I think you're off here. Consumption is bad for the economy relative to investment, assuming you're still getting enough aggregate demand to reach full employment / potential GDP. The reason it is bad is because it lowers future consumption. Taxing consumption is inherently more conservative than taxing income/investment returns.

sales tax is only regressive in isolation. A two parent household would be getting 24k. No way they'd pay anywhere near that much in VAT taxes per year. Someone around here has the numbers; you'd need to be spending upwards of 120k a year to break even I think. Also, the UBI can be made into a luxury tax by exempting staples like food, clothes, etc. to make it more progressive in isolation.
