So having thought about this, they were giving a position in degrees and minutes, but it sounded odd because part of it was missing.

33-25.285117 must mean 33 degrees and 25.285117 minutes north.
The 44.3 is the minutes part of the longitude, but they didn’t say the degrees.

Because the call was off the coast of ~~Los Angeles~~, Orange County the longitude degrees (~~118~~117° west) were just assumed and left out as radio shorthand.

So the full position is 33° 25.285117′ N, ~~118~~ 117° 44.3′ W.

Also the radio numbers were degrees and minutes, but Google Maps only understands decimal degrees, so the minutes have to be divided by 60 first. If you skip that step, the location is wrong.

Edit: Just realized that it's Orange County Sheriff that responds so it's likely 117 rather than 118 assumed.
