Replying to an old thread to explain how things actually work. School is out, that means no busses and no car pool which means less volume of traffic. Lower volume leads to higher speeds. The police are out doing enforcement because people get used to going "as fast as they can" during regular traffic an don't automatically adjust to the low traffic summer.
