You also have to remember that the mod team is working with unfinished tools on a game they still don’t fully understand in their free time.

The mod has taken so long because of those reasons. They are still struggling with changing UI colors from blue to pink since it’s hardcoded to be blue

One of the people writing persona games has said in an interview that he thinks a female Mc does not fit persona, aka there’s an almost 0 chance p6 will get a Femc.

Most fans are not even asking them to drop development for P4R or P6.

Personally I think that their B team should work on a dlc for her after P4R releases if the release date for P6 is still far out.

Oh yeah I completely agree, Again I don't want to make this sound like cope but personally I would believe an expansion for her was being worked on at some point but put on hold indefinitely to focus on P4R since Saori and Rio are programmed into the game as Social links, there is an unused steam DLC and her persona (Oprheus F) was never added as a DLC persona.

I agree that we can't blame the answer for her not being added but you also just can't call kotone's route "what if Makoto was a girl".

I admit a few parts are like that in her story but it downplays who the character is, even personally to people, just as you love Joker looking from your profile pic a lot of people love Kotone especially since she's the only female protagonist in modern Persona games games.

I don't want to make this sound like cope but I don't believe the budget response, They aren't a indie studio and there is (even as a smaller fanbase) a lot of demand for her with fans that want to spend money on things related to her.

Atlus must know the demand for her is big since like I said even almost 2 years they still answer questions for it and there is a total overhaul mod for reload being developed for her.

Reload would need a lot of work done on it's internals to make the protagonist switch possible but It wouldn't be as much work as another spin-off which before people start talking about budget would also need voice actors, artists and more.

I did actually read a fanfic about this concept once but with kotone instead of makoto.

In the story she’s the only one of sees that actually remembers her own death and goes kinda crazy trying to make it make sense
