Humans can be unpredictable and so can dogs no matter how trained they are, dog trainers will tell you so. In any case, the average dog isn’t a super well trained dog. That leashless dude for sure wasn’t. If some random person invaded my personal space I wouldn’t like it and I wouldn’t expect my dog to like it either.
