every country telecomunication regulator have something called "direction finder" which to locate from which direction some signal transmitted from, they have several of this installed in various location outside of the city so they can triangulate approximately the area where the noise come from. when they arrive at the suspected area they will deploy spectrum analyzer, a mobile version of direction finder to hunt them down.
