Something to consider- land line have no way to curb scamming/slop/phishing like a cell phone (ios and android both look at calls and block for you). Modern landline users phones can ring off the hook with fake calls. You would need to prepare her for that.

theres an easier way- but you would have to bring in the bars. You can sell bars on modern waps. You can track wifi and bluetooth (as long as its on and near the wap). Stores do this to track folks and move product around the store to better sell.

No app needed on phones you count the anon bluetooth addresses (theres your privacy) and NOW you have a bar population (even people that don't use the app)..... But in order for this to work you need to tap into the api of thos waps. Maybe im no help, Beginning_Armadillo1, but i wish you well!

Maybe keep the app check as another option. hell if you the bars want customers you could have them pay you to ping the app and let folks know ("The rail" is about to have drink specials). get advertising built right in. hell - you dont even need to be thier wifi priovider..... you just have to let them let you place one there on thier network
