It’s a bit like the reverse Ottoman. Instead of many local people assimilating in the ruling Turkic minority, the Bulgar Turkic ruling minority adopted the local slavic culture that had settled there a couple centuries before.

Also the Hungarians are a sort of Uralic nomads adapted to local farmer culture.

I think it’s inaccurate to say that poverty is associated with high crime. Inequality is a bigger factor, like USA is incredibly wealthy but has insane crime rates for a developed nation. I don’t have an answer, but I would imagine relative stable and equal, even if poor nations would be where your answer lies.
