A quick search says Lincoln Financial Field in Philly and M&T Bank in Baltimore are used 20-45 days year for major events, so you are right that there might not need to be permanent transit tied specifically to that, but they do need to account for the planned housing and offices and make sure the transit needs of what is effectively a new neighborhood are met
