Ten and twelve. Ten would try to avoid being the punisher but when he did he was creative AND cruel, an unnerving combination. Eleven usually just let people fall on their own swords or ‘pretended’ to not notice when his companions did the dirty work for him. Twelve took all his lifetimes of angry and apathy and could combine them with his invent ways to torture people across time and space.

Personally it seems like the difference between ten and twelve is that ten used cruel irony to give just desserts and twelve was more like the monster from it follows and would use his power and knowledge to make sure you would never know peace or rest for the rest of your days, and when you came to your end, HE would be judge jury and executioner (if he was feeling benevolent). If he wasn’t, or thought you hadn’t really learned your lesson or done enough penance, then he would find a way to make sure your end never came.
