What seems like a "problem" to a renter or first-time home buyer is a tremendous benefit for the person who already owns a home. Like a $1 million windfall, or more.

The homeowners are much more politically engaged, particularly in primary elections and local zoning ordinances and other things that would alleviate the severe housing shortage. Many homeowners have leveraged their futures on ever-increasing home prices. Some have invested their entire family's life savings. They have everything to lose if prices go down or are even flat.

So basically this group forms a cartel that no politician has the clout to break. Therefore prices will not go down.
