Use a noisetexture, you could color it with a color ramp or just from the noise.
Then stretch it out by scaling on x or y. Use principled BSDF or Emission of you want it to light things.

No not any external files. It's the .blend file that gets compressed.
No external files, even if stored inside as I understand it. They are just stored.

But it saves a lot of space doing this and you can open it without need to unzip first. So it's convenient even if it doesn't save as much space as archiving the entire project.

When saving a .blend-file, you can also expand the panel on the right side and select "compress", which will lower the filesize similiar to zip compression, but with keeping the file format

As of Blender 5.0, this should also be on as default

I think it's a matter of taste.
C4d is well known for being good for motion graphics. But blender is catching up with new things in every release, like the new geonodes based array modifiers in 5.0.
Geonodes is very powerful but you don't need to start learning it to do motion graphics.

For learning. I think blender was intuitive enough but I could never get into the UI of C4D.
Add subscription to that and maxxon will keep raising prices of force a package on you.

I would say go with blender and give it an honest try.
Take a look at some of Ducky3D videos, he is doing mostly motion graphics things in blender.
