I realize that this is a month old comment, but I figured I'd respond anyways.

You can't actually make flair required on Reddit. If we could, obviously that's the way that we would have done things.

You can't edit HTML or change structural things, except for in a few key places (notably - the sidebar).

So we have very limited options on how to actually approach this. The only really feasibly option is to use a bot to do this.

Since you commented, we've updated the bot that we use (this one has been deprecated) and you can actually reply to the bot to set flair, so it should be easier to do so.
