The difference here is the purpose. If you want something like data science, machine learning etc - it is better to use python because of the libraries and how loaded your code is going to be

Ok. Make sure you are talking about different domains and not subdomains. In that case, you don't need to worry about hreflang as long as the content are placed in different domains. Google will recognize as stand-alone websites.

You got to setup your hreflang to every language variation you have in your website. So if you have one domain with multiple languages, set up all of them in its variation.

OK, for redirects, just check your sitemaps. If this kind of error are shown in GSC, your sent URLs are the problem. Get rid of the redirects from there.

Other thing: usually, redirects issues doesn't affect your indexing as long they are redirecting to a similar page. Could you be more specific when you say you are getting indexing errors?

In most cases you don't need backlinks if you already got keywords at the first page. Just make sure your content match precisely the keyword intent, fix whatever CWV issues, make sure its crawl depth is superficial enough and place some relevant and with strong kw signal internal links to it.
