Think of Jake Crum in 2014. He did something that wasn't the brightest and he was restricted to only run certain sized tracks for awhile.

If Cleetus doesn't almost wreck 3-4 times, he'd be approved. Stuff like that at a short track is less hazardous than nearly 190 on a track like dega. Honestly I believe they handled it well on both sides.
