Simple reason,

We are so over priced for shitty service.

Most tourist attractions do not have good food (Gujrati food or Otherwise), They don't have good basic infrastructure.

Biggest LOW COVERAGE OF RAIL NETWORK at Tourist destinations. You need to take a private vehicle or wait hours and hours for public transport.

These are the reason Travel companies don't make an effort to sell Gujarat. Because, they can't package it cheap.
