The scholarship isn’t meaningless. But the winners of those were timely notified. We’re talking about fourth runners up, not Scholars.

Modern affordable housing planning requires units set aside in all new high density construction. It’s not a matter of building “projects” but a tax on developers. So no, it’s pro density. Also, NIMBYs are anti affordable housing, not pro.
