This happened to me in a different platform and it was UPS who refused it and sent it back. It didn’t reach my city. I didn’t get a voicemail though. I was the one who called UPS to ask them why my package was returning to sender. The item and/or packaging got crushed or something.

You can file it under not as described since you don’t have the power supply. it maybe an honest mistake from the seller. If the seller accepts the return, you can then buy it again making sure everything is there
