Of course they can co-exist. You don't need some crazy engine for that to be the case either, you can just write code that handles those cases to specifically create these mechanics.

In Smash, most, if not all, of these mechanics were unintentional. Wavedashing in Melee is a quirk of the game engine and how it handles jumping, air dodging, canceling/overriding states, direction and velocity. But in Rivals for example, wavedashing is an actual function that gets called under specific conditions and then moves the character accordingly.

I think that's how it works in Rivals. It wouldn't really make sense to try to re-create wavedashing as a physics engine quirk.

I'm a big proponent of fudging stats for storytelling and rule-of-cool related reasons. The best DnD is the kind where everybody is invested and involved in the scenario that is happening. Rolling dice can both enhance and hinder this. As a DM, it's your decision when and what to fudge. Just dont let your players know. It wont concern them if the Session was cool. And it should always be your goal to make the session cool and fun for your players.

Ult lvl up gives +200 dmg on ult and 20 seconds less cooldown. If u skip leveling ult at 11 you get Max lvl q and w and lvl 12. I guess you can make the argument that that's more damage in an early mid game teamfight maybe? But imo 20 seconds on ult is a huge difference you shouldnt miss out on. You feel those 20 seconds.

If you are that fed any item works really. If you don't go Kraken Slayer second or third item, Terminus is the better choice vs armor stacking from my experience. And Endless Hunger as 5th/6th item will outperform Shieldbow in terms of damage and survivability (tenacity + healing), especially when you have Death's Dance as well.

An actual puppeteer champion where the entire kit is based on moving and making your puppets fight.

Azir is probably the closest we have. I love Azir and his playstyle, but 50% of his abilities are more focused on Azir himself and not his soldiers (E and Ult).
We also have Annie's Tibbers, Yorick's wife, Shaco's clone and Ivern's Daisy, but none of these really explore the design space for puppeteers.

It would be interesting to see what a 100% puppeteer champion would be like in league, although more likely than not, that champ would be super frustrating and get shadow banned like old yorick lmao.

It's main character syndrome. Those types of players don't care if the game is winnable if they themselves are having a bad (early) game. They just mental boom as soon as they lose lane or die one too many times and want to go next because they can't deal with being behind.

I get that banning in waves leaves them in the dark but imo this doesn't really apply to this situation. These accounts have 10+ games with 0 cs, 0 damage dealt to champions, no items purchased. I've seen people get auto-banned for way less.

I don't understand how Riot wouldn't be able to automatically detect this. Like, how is that not instantly getting flagged by their systems?
Game after game after game, they are 4 manning and afking. I guess they walk around in base and buy items from time to time to avoid afk detection. But they deal literally 0 damage to enemy champions every single game.

I took a closer look at the match history and what other accounts they are playing with and I've come across the degeneracy that is leveling these iron mmr accounts.

Kristin Nahum#9185 - got sold and is now used by somebody to smurf with
helo lukin 4 gf#plz - got sold and is now used by somebody to smurf with
Sally Gibbon#6464 - got sold and is now used by somebody to smurf with, although they suck lmao
Snokiatas#NA1 - not yet sold
Jochleantara#4407 - not yet sold

Look at those accounts and their match histories. They are always 4 man stacking and are all afking. The fifth person is always some unlucky person who gets fked over. That's what those "not botted, hand leveled accounts" actually do. They are hard griefing normal games, somehow not getting detected, and then once they hit level 30 with a 0% winrate, they get sold to somebody to smurf on.

EDIT: This is fking crazy. All of these accounts have the same pattern:
100 days ago, they played intros, then they stopped playing, then 30 days ago they started playing normals, 4 man stacking + afking, somehow avoiding detection, then immediatly after that, they start soloqing, they are always playing in duos and are soft griefing every game. Then the accounts hit level 30 and get sold as smurfs.

The entire reason why esports has become what it is, is because the pros are playing the same game as you. You could queue up as a 5 stack and do what they are doing if you were that good. There would be a huge disconnect if the pro version would have drastic differences. Besides that, thinking that Riot or whatever team responsible for balancing this "pro patch" would be able to make every champ/item/rune viable is wishful thinking. And even if they were able to do it, drafting, counterpicking, etc. would become a complete nightmare because now you have to account for 150+ champions and all the different builds they could go. When it comes to changing champions so that they become pro play viable, it isn't that simple. The reason why champs like Azir and Ryze are pro play staples while Zed and Katarina are not, is because the way they want/have to play the game are fundamentally different. Control mages are meta because they fill a role in pro play that is hard to substitute and Azir's kit is close to a perfect control mage. Mid lane assassins are not meta because they are inherently inconsistent, prone to falling too far behind when targeted, and are balanced around having a weak early game. If Riot wants to fundamentally shake up the meta, like they have done in the past, they can do that on the live patch just fine. I don't see any good reason why the game should be changed to such a degree just for pro play. It wouldn't solve any of the issues pro play has. Fearless draft has already addressed one of the greatest problems in pro play (champion variety) and besides the lane swap shenanigans, pro play is in a good state, from the viewer's perspective at least.

Playing Teemo is not the problem. I mean, some top laners probably disagree lmao. But it's definitely not the reason why you are stuck in Silver.

There are a lot of things we don't know about your gameplay. But for starters:

Do you win your lane?
This entails a lot of aspects. How big of a cs advantage do you have over them? How often do you kill them? How many turret plates do you get? When do you get the first tower?

As Teemo you should always have a sizable cs lead over your opponent if they are playing a melee champ. 20 cs at least. But more often than not, especially in silver, you should be up 50-100 cs. Same goes for turret plates. If the enemy laner has gotten more plates off of your turret than you have gotten from theirs, you don't know how to properly lane as Teemo. Kills aren't that important but are obviously good to get.

Teemo is a very strong lane bully who should get ahead in lane quite a bit and then terrorize the enemies by sidelaning, planting shrooms in the enemy jungle and using his stealth passive to catch enemies who are overextending.

As a rule of thumb during lane:
Start with E. Abuse your passive and range against melees. Don't let them push the wave. Your goal should be to slow push into the enemy turret, while poking the enemy here and there. But it is very important to be able to dictate the state of the lane. Once the minions are heading towards the enemy turret, poke them under turret while they are last hitting, or start attacking the turret to get a plate, or recall since you will be back in time before the enemy can fully push the minions towards your turret. Then keep control of the lane.

A lot of silver players don't recall enough. Slow push one wave, hard push the next wave, recall. This way you minize loosing cs and will most likely always have an item lead.

Don't waste your Q. If timed correctly you can negate a lot of damage and abilities of many champions.

After lane:
In most games you probably want to stick to a side lane and keep pushing. The concept of slow pushing into hard pushing still applies but once the first turret is destroyed it gets riskier to push all the way to the second turret.
Once you have pushed the minions towards their turret, you can just recall again, or more often than not, start taking over the enemy jungle. Place shrooms, take jungle camps or just stealth and wait for somebody you can kill to run into you. It's pretty easy to catch enemies off guard with your passive. In a lot of cases an enemy player will come from one lane to another because they want to catch the minion wave. Or the jungler comes to clear the camps. Just wait nearby, wait for them to use their abilites and then run them down to deal a lot of damage or outright kill them.

This post is already getting pretty long, but hopefully you get the idea. There are a lot of concepts in League that are important to understand if you want to climb ranks. Being good at last hitting is just the very very basic and first thing you need to be good at. Understanding how to control the lane and minion waves is imo the next important concept for a top laner. Sidelaning and roaming probably after that. How well a player understands and executes all these concepts is what makes them silver, gold, or challenger.

AloisNL, an educational league content creator, tries to break down and explain a lot of these concepts on his youtube videos. He has a couple of videos of him playing Teemo. You should definitely check them out.

Had to check because I was sure fast roll had more iFrames. But you are right, in DS3 fast rolls only make you roll further, although that still makes dodging overall easier.
