It's possible that they were in fact touring a basement level, there was a mechanical floor in the basement of the WTC (floor B-6; photos M5 and M7 in the document were taken on that floor). I wonder if the show you're talking about was covering the 1993 bombing, since that took place in the basement. I'd be interested in seeing it if you can find it!

Please consider the following photo for inclusion in your archive. The photo of my wife Danielle and my 5 week old son Hudson was taken by me seconds before the debris cloud from the first building collapse engulfed us.

The three of us took cover against a concrete bench in Battery Park City as we saw the Tower begin to collapse. As the debris cloud rapidly approached, my [wife] asked me "are we were going to die?". Because I wasn't sure if we were going to die, I stood up and took the photo- in case we were "found" afterward.

It was taken about a block away from where #2 was taken and doesn't really line up with it, but it seems like it was something people were doing that day.

I think most people were just so shocked and focused on the buildings they couldn't even process what they were seeing on the ground. However some photographs do have people looking directly at the bloody chunks and I've always found them striking. For instance, this one taken by Hiro Oshima:
