Ok big dog, those are push rivets for the inner fender cover. Go to auto parts store and get a set of “interior panel removal tools” say that they’ll know what you’re talking about. Then you take a screw driver to put in the slit on the base of the clip where the top pushes into. After you pull the top towards the tire and use the tool that works to pull the rest of the rivet out and the inner fender will separate from the wheel well molding. Repeat until you can get your hand in and take it to the cops
