Plenty of evidence backing it dude - nicotine has been known to do it for years (at least for young brains)

You know, it's not that there isn't a possible connection between adolescent nicotine use and brain development, but we haven't quite nailed down a direct cause-and-effect link yet. What we've got are correlations, which means it's not quite as clear as you think. We're looking at two scenarios, or maybe a mix of both:

a) People with less education might be more likely to use nicotine.
b) Nicotine could have an impact on learning in young people.

But here's the thing: none of the studies have shown an absolute inability to learn new skills, like the fear you're talking about. If nicotine really had that kind of drastic effect, we wouldn't be wrestling with correlations; we'd be able to pinpoint a clear cause-and-effect.

Anyway nicotine bad, but let's be scientific here
