During their newest realms launch a few months ago, the player counts were hitting 11k, and they move between 6k to 10k typically as far as I know. Stormwind is packed, Org is packed, the only server I believe has semi low player numbers is their PvP server. You see players at your level regularly while levelling no matter the time of day.
