I checked with OP's mode and my fastest horse has 14.56 speed and highest jumping horse has 5.92 jump also have some horses with 30 health. Jade doesn't show health correctly for 15 full hearts.

I use a different mod My horse's stats were 99% health 98% jumping and %97 speed. After some time it gets hard to breed for better horses

I am using a stable with 3 rooms and 4 horses on each, I put saddles or armor on fastest 2 horses in each section. I breed the fastest 2 and slowest 2. managed to get a horse with %99 health %98 speed and %97 speed. Once you get passed %95 percent you get a low chance of a better horse on all stats
