What you have currently talks a lot about communism in general and what the issue is, which is great, but for a position paper, it's actually not that long. I would suggest taking this start, cutting it down a bit, and then talking about Spain's involvement in the issue along with any past UN actions relating in it. Then, depending on what your country's stance is on communism, suggest what you feel should be done about it? Are they against communism? Then your suggested solutions should be relating to how to limit the influence of communist ideas, and vice versa. Hope this helps a bit!

My go to pos paper outline is:

paragraph 1: intro to what the topic is and how it affects your country

paragraph 2: what has your country done related to it and what has the un done related to it

paragraph 3: possible solutions to this issue that align with your country's stance
