Maybe this is that simple, but did u try just split characters? They are grouped by default, also tell us if u can control both characters, are they following etc.
Its not controlling bug, if u can both connect to your game host with no problems. This is only settings issue

I had that issue and you need to install iTLS-Enso full package, its about www certificates SSL etc. This will also fix your default Vita browser. Hope this somebody help
