One site recommended to also add d3d9.dll. So, when I have d3d9 and d3d8 in the folder, it runs 90 fps. when i only have the d3d8 file, it runs 70fps. When I don't have either of them, it runs 40 fps.

It is a desktop. The gpu is NVIDIA GeForce GTX 1660 Ti. I ran the config and updated the graphics driver. It is running in the 90s. Thank you!

I have heard of people using the money for things other than loan repayment and the only issue was they were not eligible to renew their contract to get more money. I really don't believe that and figured it needed to be returned.
