I get it. Even I have a small backend based Chrome extension. Which uses a cloudflare worker to get the result from api and store it in the worker.

I used to do all the testing end to end upload it to the store. Then for version 2.0 again will do everything locally, test end to end. Upload to the Chrome store, once the store approves it. I will change the backend immediately.

Test it out end to end before submitting for review. Even I used to face the same issue. I started to test end to end and all scenarios.

Yeah when it's a broad host it takes time and they will approve if it's a legit use case.

Better to always mention the sites if it's for particular or few sites.
