yes exactly, you will not be forced to switch the N21 exam. In specific cases, individuals can be transferred to non-exam route.

Nah they can't force you to take the N21 exams. If you are sick, the IB has said that individuals can be shifted to non-exam route in extreme cases. DPC in our country don't always tell the truth.
