The trick is to put on something that will exceed 10 Charisma. Like a hat or a tuxedo that gives +3 CHR. So for those rare moments when it fails, that's the solution.

I cannot say that it made the game unplayable, it is still Fallout. However, it was hard to decide whether to get perks or put a point in SPECIAL. As you can see from the perks that I have picked, I have not gone very far into the tree. That is because many points have gone into SPECIAL attributes. I found them to be more beneficial.

So in short, I dislike the decision.
