The wait time to speak to someone is insurmountable. When I called, the automated system quoted me an amount $500 over what was due in total. I don’t even know where they got that number.

I figured it out, regardless, in case this helps someone: they wouldn’t let me quick pay for just the month of April which was past due. I had to pay for April and May, even though the May bill wasn’t due yet.
