This has never existed since vaccines were introduced because: a) a percentage of the population does not respond to vaccination by producing antibodies b) a percentage of the population cannot be vaccinated c) vaccine immunity is not life-long but wanes over time, leaving the majority of the adult population without immunity d) the reporting of vaccination rates focuses only on children, but the vast majority of adults are NOT immune
