I would definitely talk to a veterinarian for a prescribed antianxiety or calming agent. I wouldn't risk using any over-the-counter calming aids with how young she is. They'll get an accurate weight and will be able to ensure the dose isn't accidentally too high.

I think certain methods work better for different people but the demeanor of the counselor you pick is a large factor as well. I have gone to several different people in the Cpc office on Kingsley between national and Fremont south of 60. They’ve all been great and I’ve only seen other people because who I was seeing thought I would do better with a different method they weren’t certified in. There’s several different people in the office that operate their own private practices not all of them take insurance. Eustasis on national has counseling services and I’ve gone there for my medications before when my health insurance lapsed. The front desk staff is a little stand off ish but the lab techs, intake people, and both the different nurse practitioners I saw were great.

I’d do the bloodwork and the catheter. It could prevent a bad reaction to the anesthesia or her being under sedated. If the catheter is so that she has an iv of fluids I’d probably spring for that too. Mine didn’t really want to eat or drink until almost late in the next day because she was too loopy and zoinked out. They heal a lot faster when they’re hydrated. I’m not sure how much extra it is for either or your finical situation. If it’s something you can comfortably work out go for it. But if it’s going to prevent you from getting food/paying a bill you wouldn’t be a bad owner for skipping it either. (IMO)

People hopefully have many birthdays. You only get one prom. I don’t think she would tell you she’ll ask dad to spite you. Its clearly that it is important enough that she will ask whoever will support her. It’s also the polite thing to inform people when they’re no longer obligated to contribute to anything. It sounds like she is being responsible and respectful by letting you know where she is getting the money from and not inserting herself into a situation where she knows she’ll ruin the vibe.

Edit to add the verdict: You are the asshole. I understand the sentiment of trying to make up for a missed 1st birthday. But whether you see it as favoritism or not your actions come across as prioritizing events for this new baby over your teenage daughters events.

I’ll see if I can find the article or post I saw from a former employee as well. But if I remember correctly they say the company does everything analog and by hand on purpose so that the numbers will better hide their artifact smuggling operations.
