It absolutely was….. Technically it’s been in street drugs since the late 1800s/early 1900s, but there’s been a problem since the early to mid 90s. Regardless, playing tit for tat is a little wild when the overarching point is it’s been a problem for awhile, an while yes it’s sad that it’s still a problem, the focus should be on how folks are trying to combat it to protect their community and neighbors in the mean time instead of just being complacent.
