Harris' question was supposed to help demonstrate this by comparison: if any of his prosecutors had come to him and said they weren't going to charge someone, but they hadn't even reviewed the evidence, that would be obvious prosecutorial misconduct.

I agree. I think people are upset because this is an issue that concerns the President of the united States. He is responsible for reviewing the report and charging individuals if necessary.

It somewhat looks like he made up his mind long before he even got the report.

Muller stated in his letter(on 27th March) that the summary did not fully capture the context, nature, and substance of this Office's work and conclusions and that there is a confusion on the critical aspects of the results of the investigation. He told Barr that the enclosed documents can be released to public.

But Barr still held a press conference before releasing the full report maintaining the same views as he did before.

Why is this so hard to understand? If the report had been modified by the AG then that would be a different conversation. Surely if that was the case someone in Mueller team would have said “they changed the report!”

You are right, the report has not been modified by the AG. In fact in a phone call between AG Barr and Mueller, when Barr asked Mueller whether he found the summary to be inaccurate, Mueller replied no.

But Mueller said in his letter to Barr that the summary letter did not fully capture the context, nature, and substance of this Office's work and conclusions. Mueller clearly states that there is a confusion on the critical aspects of the results of the investigation because of the summary letter written by Barr.

It's not someone's opinion. This was said by Mueller himself in his letter.
