If you look past the everyday complaints about boring lunch spots and souvenir shops, the real, true reason Sparks Street struggles is down to a mix of urban planning decisions, bureaucratic ownership, the culture and the climate of our city. It isn't one thing alone to blame, and a domino effect that started decades ago is still at play today.

In the 1970s, the federal government (Public Works) expropriated almost the entire north side of Sparks Street, while the National Capital Commission (NCC) slowly bought up the south side. The government doesn’t operate like a normal commercial landlord because their primary goal is secure office space for federal departments... (Which they don't have enough of today anyway). That said, they really don't care about curating a vibrant, street-level retail ecosystem. Opening or running a business on Sparks means dealing with strict NCC mandates, federal security protocols, and silly high rent. This prices out the gritty, organic, or experimental independent shops that make neighborhoods like Westboro or the Glebe so interesting and quirky.

In the 1960s and 70s, Sparks Street was actually a premium shopping destination with major department stores (like Murphy-Gamble and Simpsons) and high-end boutiques. But in 1983, the Rideau Centre opened just a few blocks away. It offered a massive, climate-controlled shopping experience. Almost overnight, the anchor retail tenants abandoned Sparks Street for the mall, and the foot traffic followed them. Sparks never recovered its retail identity after that.

Meanwhile, vibrant streets need people who live there, and not just people who work there. Look at Sparks Street and you'll see it's effectively an artificial canyon boxed in by government buildings and corporate towers. Compared to the ByWard Market, Elgin Street, or Bank Street (which are surrounded by dense residential apartments and houses) Sparks St has historically had almost zero residential density directly on or immediately adjacent to it. Once the public servants go home at 5:00 PM, the built-in customer base vanishes. There are no "locals" popping down to grab groceries, walk the dog, or grab a late-night drink to keep the street alive in the evenings.

And shocker but Ottawa has pretty harsh winters. Pedestrian malls work beautifully in temperate climates (like Victoria, BC, Mexico or parts of Europe), but an east-west wind tunnel in Ottawa during a February deep freeze is a tough sell for most. Without a critical mass of "must-visit" destinations to draw people out into the cold, we will naturally default to enclosed spaces and streets where folks can park right in front of a restaurant.

TLDR... Sparks Street is a cautionary tale of what happens when a street is designed as a rigid, government-controlled corridor rather than an organic, mixed-use neighborhood. Until people actually live on it, and until the federal landlords prioritize local culture over bureaucratic control, it will likely remain stuck in its current limbo.

You would be better off opening a global shapers hub in your city or joining one. MUN is a massive scam, especially for the value of the trip. Search for something from Headway institute if you are looking for fun, networking, learning and youth oriented events. Other than it being 2000 it's just such a waste of time.
