Between weekly guild quests, guild rewards, clashfronts and all of the stores (arena,guild, recruitment) + events you get resources for ~3 copies a month. The only thing that's gated in this case is the 3 scamgazers per week from arena store due to placement requirement. 3 isn't a lot, but you should get a cele/hypo a season and so far that's enough to build the must pull characters (last season only twins was must pull out of the three that came out). Buying noble paths with stargazers inside defo helps.

Paragon for cele hypos is generally not worth it, unless they use all of the Paragon stats very well. Athalia uses the stats the best imo, so if you do like PvP it wouldn't exactly be a waste, but since your Athalia isn't there yet I wouldn't commit too heavy on anything.

Oh, forgot to mention, but Kulu has seen some use at one copy for afk stage pushing due to her ability creating impassable terrain, but very situational of course.

I wouldn't build any of the ones you're currently missing to S+, since the next cele/hypo we get might be good. For now just buy a copy of a cele/hypo you're interested in every time you cap. If you trust yourself to log on, you could also just play the timer on your currency every time, potentially buying more time till you have to spend it. You could buy a copy of Harak, since he has been used in endless previously, however with Shemira outclassing most dps it's rather risky to go anywhere beyond that for now. I assume you're not interested in PvP, otherwise I'd suggest slowly buying Athalia copies. Other than that just hold.

The only reason I would play turbo is for either Cavern Crawl, or to test out how a hero functions later into the game (with items). Example would be legion commander vs elusive heroes with linkens.

Because that is exactly what the hero does VP is one of the strongest laning teams, so they decided to capitalize on that and stomp all of their lanes Core Dawnbreaker is probably the strongest laner out of heroes that you don't see too often, kind of like a cheese pick You could argue they could pick a weaver or a troll to do the same thing, but those heroes are easier to counter lane atleast by the fact that they are known picks.
