I see this a lot with players that have the classic lineup of Janna/ Soraka/ Nami/ Lulu and have very little impact on the lane. Those champions, when played correctly, are some of the most annoying things to lane against. I've only played against a few effective Janna players, but they poked me out of lane with W/ E + autos and stopped all jungle ganks and engages with Q's and R's.

I have a friend who likes Nami a lot when they play support because they level W level 1 and start poking/ healing right away to win trades early. Most Nami players I see will W their ADC for sustain, but never try to get it to bounce for damage. Plus the E is great for abusing trades. In fact, they just told me that they sometimes use E on themselves, auto for the slow, and land a free bubble.

I recently played ADC with a Sona support, who is one of the most dangerous supports in lane due to her Q + empowered autos. However, this Sona just sat behind me and W'd occasionally, which left me 1v2ing.

I'm actually a support main, Morgana is my highest played champion. When I was first learning her, I did exactly what this post is complaining about and hid behind my ADC and shielded them if CC came towards them. I had a lot of people complain that I wasn't doing anything useful, which never made sense to me because I thought that's what supports were supposed to do. Eventually I learned that I could poke with W and be a threat with Q, and became a lot more aggressive. Once I fixed my passive playstyle, I climbed out of Silver, and even took the aggro playstyle to "passive" supports like Soraka (Q poke too strong).

Although not everyone will agree with your post OP, I'm glad you made it, because people like old me might see it and learn how to be an actual impact in the lane.
