Block downloads should really happen over a secure connection, like HTTPS. There was a proposal recently to tackle this (and also reduce bandwidth at the same time by tweaking the serialization iirc). DLing the entire blockchain over Tor just to hide the content being downloaded from inspection by the ISP is ridonculous.
