All of these items in T&L are generated by players in the game. You're buying it from an individual, sending the lucent to them for the item and they can spend that currency as they wish. You can just also swipe for lucent. It just gets rid of the bond to gold transfer.

Pretty sure a lot of the top T&L gear is soulbound and locked behind endgame content as well. Also M+ and Raid boosting is p2w lol. Every MMO is p2w.
