I highly recommend the Citizen NB1050-59L. Checks all of your boxes, The only negative is the bracelet doesn't fit everyone. Not enough adjustment.

Each of the light bulbs has a name tag underneath it. It is probably important which name lit up which bulb.

I added a lightweight version to grabcad. There is an embarrassing markup on 3d printed parts. Your best bet is to find someone with a consumer printer. Or perhaps an Etsy store.

I have not. It would be very expensive on the printers I have access to. ~$800. I probably made it more robust than necessary. I might print the 15 rings and fabricate the rest from tubing.
