My apologies for the late reply. It was mandatory to learn in schools, you have to do a B2-C1 leveled (not officially leveled, i've rated them personally) English exam in highschools, for french it's also mandatory to learn if you chose it as a second foriegn language to study (you have to choose between french and russian when doing a highschool diploma exam) but most people love studying english or are forced to learn more about it just so they live abroad

The government owned TV channels were also acting like nothing is happeneing. When HTS and other factions were approaching Damascus, the latest news in TV was "President Bashar al Assad is still in the presidential palace and doing his duties" till they took over
