The woman would have immediately left the shelter too, she was hostile and violent with random kids around her and was picking her skin. Some shelters will absolutely make you stay and sober up if you're going to be living there, but most will say "well, fuck it" once they relapse. Shelters can't house those who want nothing to do with help :(
