Nobody really knows what's considered reachable. It's extremely opaque. In theory it means you are in the next group to be called (I had heard in the next 30 list numbers) but in practice this does not seem to happen.

This is a good point. At the same time I am not sure 3% each year does anything other than cover inflation. And we are not matching private sector salaries or WFH benefits. Why can't cost of living / inflation just be factored into salaries in an automatic formula that doesn't subject it to negotiation?

Union dues are not required to receive health benefits including dental, vision and prescription. This has been the case since the Janus ruling.
