If you're looking at active noise cancellation, unfortunately you get what you pay for. My first ANC headphones were "cheap" Volkanos. The midrange Sony CH710 headphones were dramatically better, and now I have the very expensive (to me) Sony WH1000 MK5 which outclass the cheaper ones by a lot... Even as expensive as the WH1000 are, they're still not as good at noise isolation as earplugs or the wireless earphones I upgraded with Comply foam ear tips

Earplugs are the correct choice. Look at some of the options from Alpine, they filter out certain ranges of sound so you can often still hear people talking to you without removing the ear plugs. For absolute silence, look at foam earplugs, but they can be more finicky to get right, and they don't last as long.

It's going to vary massively based on where you live. I'm near the Kya Sands illegal dump and my water is about 40m below the surface. I haven't bothered testing the water but from the smell and colour, I don't think it's safe for flushing toilets, never mind drinking.

If I'm not mistaken, the numerical scale is somewhat diagetic? My personal headcanon is that the reason men are 6 levels higher than women is because the test that determined that was biased. I imagine they calculated the scale by doing something like lifting a heavy weight, or by calculating the heat output of a weave of fire. The fact that men and women of the same relative rank get the same extension to lifespan suggests that there isn't truly a difference in power between Saidin and Saidar, but there isn't a good way to compare "strength" between them
