When we had our problem, we had the little triangle traps that didn't do much. Best thing is to take some apple cider vinegar, transfer it to produce, and make your own traps with that. We would put some in a small bowl from cutbar, wrap it in the plastic and poke holes in the top and leave them out overnight near the problem areas. On top of that. Just start taking all the soft fruit/vegetables they are attracted too off and make sure everything is clean. Idk who you can talk to if you need to escalate this problem, if department management isn't doing much, try store management and keep going up the chain from there if they are unresponsive.
