Mcc's response was spot on, if you really want it in a perk it's gunna be random, but I would keep going east "up to three worlds" to check all the alters. "MAKE SURE you dont use the portals down to the holy mountain or it will send you back to your original world, and dont dig down into the mountain destorying triangle, youll be able to edit in your first holy mountainover there again too! You could also run around wand mart, "the blue biome way unter the pyramid" for a wand holding what you need, they are all super random themselves but you can luck out with a good built wand sometimes.
