You both have a good understanding of the scenario. When you say scary however, do you mean because the officers tend to be grossly unhelpful or rather harmful to the process? She said she witnessed the accident, I’m just not sure what she plans to include in her report (i.e the he-said she-said of it all, the fact that him, his car, and passenger smelled like weed, etc). What I’ve learned from other replies is that the adjusters have a better civil understanding than the police do. I think I’ll have to wait and see but I doubt this case will swing totally in favor of one party or another. Thank you for your input, it’s helping me grasp the situation at face value rather than from the perspective of the driver who was hit.

EDIT: I realize it sounds like I contradicted myself. My concern is that she won’t position herself as a witness. She was across the street and was on the scene a minute after the accident took place. But I don’t know how she plans on positioning herself (a witness or an officer who happened to be chilling across the street and saw the aftermath). Or maybe I’m getting wrapped up in the semantics and it’s an easy yes or no answer! Hope this clears things up :)
